Validate the Form before Preview/Submit instead of every page?

Is there a way to save or change this logic? The problem is when we have a multi-page form, the user might have a question to ask another party. Instead of moving forward through all the pages (to compile all their questions at once), they complete a page, save, ask a co-worker, finish that page and move to the next page. They have to repeat this process for every page.
Is there any way to set the validation (that checks for required fields) to be performed prior to the final submit instead of after every page click?

There is no option to change that behaviour; as I recall it used to only validate on Submit but was changed to validate errors (not just missing required fields) on each page as the user went through the form.
Also it appears you're asking about the Save and Resume feature where you can save an incomplete form to then submit it later. That feature exists as of V3.x so you may need to update. The option is in the form properties. It generates a hyperlink and emails it to the user, or shows it on screen. You just need to copy paste the URL and use it to then access and resume the form at a later time. This works outside the admin area, and is a temporary URL which expires once the form has been submitted. Also I expect new URL is generated each time you add more to the form and re-save it as per your description of your activities in using the forms

We are using the Save & Resume feature. The issue is that since she can't preview the pages ahead in the form (it errors because she must complete missing information), she needs to contact her CPA for information, move to the next page, get more errors, contact her CPA again, move to the next page, etc., etc.

I can only think of a couple of work arounds, but they may not be ideal for your particular case:
1) turn off the required validation for those fields you need to check with your clients by phone for;
2) put some temporary value in the required fields e.g. "to be confirmed by phone", so at least you can then complete the rest of the form and come back later to the others.
