Stop/deny entry unless payment status is PAID

I'm having an issue with entries. We'd like to only allow one entry per email on a form that collects membership payments. Should a user have a denied payment or get interrupted during the payment process, the for data still get recorded as an entry.
But then when the user returns to complete/re-submit the form with full payment, they are prompted with an error of duplicate email address.
How are they ever allowed to complete the form fully if it is recording half data, and not appending the information to that email/member?
Is there a way around this issue without have duplicate entry attempts from the database?

One of the things about software; (esp. when its good like MachForm); people tend to hope/think it will solve ALL their problems. Thing is; that's virtually impossible... as there are way too many people in the world that are connected to the Internet that might use this software and they're ALL from different backgrounds and doing different things.
SO... good programmers; (like the MachForm guys); build things like the ability to post to OUTSIDE (custom) scripts so those intricate requests CAN be facilitated.
That being said... sounds like a capable programmer could easily write you a script to do a check PER ENTRY and ensure whether the proper access criteria is met... if not; delete the entry
