   I like to add " read policy option check yes" right before submit button, if forgotten to check yes the form should give a prompt asking that the read policy must be checked, before the form can be submitted.
   How can i do this with mach form

   the check box will have label " please read policy " which the "policy" is the link to policy agreement page, then after reading the user come back to the form to check the field and submit the form

   how can i insert a link in the form before the submit button .

   You can simply add a checkbox with only one option and then set the field as "required".

   To insert a link or any HTML code, you can use the "Section Break" field and the paste the HTML code into the Section Break's label.
