   I want to use the PayPal Pro - REST API available in version 4 but I don't have an HTTPS server. I don’t want credit card information sent in plain text. When a user enters credit card information in their browser, is the information sent to PayPal in an encrypted form? Is there some documentation available from a credible source that my customers can view to show the credit card information is encrypted before being sent to PayPal?

   You'll need to have HTTPS server if you plan to use the PayPal Pro - REST API. The only payment method that doesn't require HTTPS is PayPal Standard.
