Logic - Enable Rules to Send Notification Emails (HTML problem)

I am using two rules for Enable Rules to Send Notification Emails on the Logic of a form. [The Emails:Send Confirmation Email to User is not selected.]
I simply want to use <p></p> for each paragraph and the last two lines for a signature with <p>name<br>department</p>.
When I using this HTML in either of the custom replies, the characters are converted to garbage text. The help icon states the field accepts HTML. I have tried with and without the <p> code. Without simply puts the test into a single paragraph.
Help?

Hi,
I am also experiencing this problem. I have about 20 email logics on one form, and this is happening to all of them! Very annoying.
Could you also send me the fix for this?
