   Is there any way to limit the number of checkboxes someone can pick? For instance, I need a form where a user picks 3-from 20 possible choices.

   hi
   you can use matrix choice for that work.
   Set in "columns" the 20 options in numbers from 1 to 20 and in rows Choice 1, Choice 2 and Choice 3.
   You can list the options in a section break (Guidelines for User ) like this

   1 - Option 1
   2 - Option 2
   3 - Option 3

   Below you can set the matrix choice
