Is this possible no upload unless payment has been made.

    Is is possible using the multipage forms or othereise to take a payment before it moves onto another page which allows for files to be uploaded.

    As we want to charge a small fee prior to people uploading files.

    No you can't send the payment in the middle of doing the form, the payment process occurs when you submit the fully completed form.
