[Bug] Notification emails won't send if user has a $0 balance

The default is to delay notification emails until payment has been made, but if you are providing the registration fee for a particular group of people, their balance is $0. They won't ever get the confirmation email.

If you turned on the "delay notification email until payment has been made" and the payment amount is $0, it won't send any email indeed, because $0 is considered as no payment.
If you would like to send notification on this case, I suggest to use the logic for emails. Depends on how you setup the prices, you should be able to send notification email when the "free registration" type is being selected.

That's a work-around, but you have to know that this is a bug. I shouldn't have to write special logic to send notifications to people that have a $0 balance. Because if you do it that way, they could have their registration fee covered, but still choose something else that wouldn't make their balance $0, so that wouldn't work.
